DBS Pochin, the new joint venture partnership between DB Symmetry and Pochin’s Ltd, has submitted a planning application to build a 160,000 sq ft distribution facility at its flagship Northern Powerhouse logistics park, MA6NITUDE (formerly Midpoint 18).
 
With major distributors including B&M Bargains, Kuehne + Nagel, and Wincanton already serving the North West, Midlands and beyond from the M6 corridor site, the new warehouse would be the first addition to the development under the new JV.
 
The build, expected to be completed this autumn, is included in Phase 1 of DBS Pochin’s three-phased masterplan for MA6NITUDE, which is expected to deliver a further nine industrial and distribution facilities across 1,750,000 sq ft.
 
DBS Pochin director Andrew Dickman commented: “We view MA6NITUDE as the established location for industrial and distribution businesses looking to access and operate within the Northern Powerhouse, with key centres of trade such as Manchester Airport and the Atlantic Gateway less than an hour’s drive away.
 
“We’ve already seen a great deal of positive interest in the new partnership, and we’re looking forward to contributing to the region’s plans for a £50billion economy by 2040.” 
 
As part of MA6NITUDE’s first phase of development, which also includes proposals for a 206,000 sq ft warehouse, work is nearing completion for a similar 92,000 sq ft facility to be occupied by Scottish Power.
 
Bob Nicholson, DBS Pochin director, added: “We have an ambitious long-term plan for MA6NITUDE, and our strategy will attract leading businesses from, and to, the North West. This proposal is the first step in that journey and, with major investments in the A556 and M6 smart motorway nearing completion, we’re excited about the road ahead.”

Quasar Real Estate, part of Simon Storer’s Jolivet group, has recently secured the Driver and Vehicle Standards Agency as the latest occupier at Telford Court, Chestergates. Originally built by Gladman Developments, Jolivet acquired the 54,000 sq ft scheme in an off-market deal in 2016.

This latest letting of 2,000 sq ft follows on from a sale of 6,000 sq ft to SCNW Properties in mid december. Speaking about the 2 deals, Simon Storer said “Following our acquisition of the development, we have embarked on a programme of refurbishment and active management and are delighted to have secured vast majority of the existing occupiers and also welcome new occupiers to Telford Court.  The development proved of particular interest to DVSA due to the proximity of the premises to the M56 and the level of parking provided. SCNW Properties also had a long standing requirement to purchase 6,000 sq ft and we were able to identify a property within the scheme that matched their requirements”

Portal Construction has started on site at Redsun Developments’ £5.5m Power Station project in Bromborough on the Wirral.

The 95,000 sq ft project includes seven industrial units and is being delivered at a five-acre site within Wirral International Business Park, acquired by Redsun from the Homes & Communities Agency earlier this year. The development is due for completion in summer 2017.

Power Station is the Liverpool-based developer’s sixth development on the Wirral in recent years, having completed more than 300,000 sq ft of commercial floorspace, all fully occupied – the final phase of the 90,000 sq ft Turbine Business Park in Birkenhead was completed in August.

Craig Booton, managing director of Redsun Developments, said: “We know the Wirral market very well and are confident we are delivering the right product in this location. Enquiries are already very strong and we expect to conclude deals with occupiers in the coming months.”

The start of this project means that Redsun now has more than 300,000 sq ft currently on site. Eric Wright Construction is engaged to build a 170,000 sq ft manufacturing facility for Domino Printing Sciences in Bootle, whilst Portal Construction, in addition to Power Station, is delivering the second phase of Canada Dock Exchange on Liverpool’s Derby Road.

Booton added: “It’s a very busy time for us and seeing these three major schemes on site is a great way to end the year. 2017 looks like being just as busy as we have planning consents in place for 85,000 sq ft in two new locations, plus a further 100,000 sq ft in planning stages.”

Redsun has this year bought a 6.3-acre site in Ellesmere Port for the 50,000 sq ft Helix business park and picked up a two-acre plot at Huyton Business Park for 35,000 sq ft of industrial.

Vickers & Son Ltd shut its doors after 88 years in business – 84 years at Greenfield Place Rhyl. John Vickers, managing director for 45 years, retired in April.

Legat Owen has been appointed to market the building. The detached former trade and retail showroom comprises 8,879 sq ft space over two floors.

A Legat Owen brochure relating to the site reads: “It has been predominately used for a number of years as a retail showroom and trade outlet. “However, any prospective purchaser should make their own investigations with Conwy County Council with respect to their proposed use.”

We entered two teams into the competition - Team 1 - George Falck (Swim), Will Sadler (Cycle) and Heather Lutton (Run) versus Team 2 - Sam Davies (Swim), Jon Hardie (Cycle) and Karen Kilcourse (Run).

With George building up an unassailable lead in the swim for team 1, Jon battled hard against Will for team 2 to make up time in the cycle but Team 1 managed to hold them off to win with just 42 seconds between the two teams. 
 
We finished a respectable 359th and 363rd overall out of 443 teams.

Irish company Glen Dimplex has signed for the Little Mountain manufacturing unit in Buckley to manufacture medical and commercial refrigeration units.The unit extends to 45,000 sq ft and has land for further expansion.

The site on Ash rd extends to 16 acres and is capable of accommodating a single building of up to 200,000 sq ft.

The Village Bakery Group already have three production facilities in Wrexham, two of which are on Wrexham Industrial Estate and have just started the construction of a new product development centre on the Estate.

The site was sold on behalf of Chester Halo ltd by Legat Owen's Business Space team.

Flintshire-based self-piercing rivet manufacturer Henrob has bought a 150,000 sq ft warehouse next to its current 100,000 sq ft base on the Deeside Industrial Park, for conversion into a manufacturing facility.

The building purchase and conversion costs were covered by a £5.2m finance package from HSBC's Liverpool Commercial Centre.

Antler Properties was the vendor for the building, advised by Legat Owen. Henrob was unrepresented.

Henrob will be operating the two sites in tandem.

Philip Whitehead, finance director of Henrob, said: "This is a major investment by the company but one we feel is necessary to support our business growth. We are constrained by our existing base, so the additional facility gives us the manufacturing capacity to meet our customers' current and future needs.

"The expansion also benefits the local economy, and we are creating 100 new jobs over the next 18 months in a wide number of fields."

Welsh Government  Economy Minister Edwina  Hart has welcomed the news that  CSA Group, a leading global provider of product certification and testing  services, is moving its subsidiary Sira Certification to a  new specially designed testing facility on Hawarden Business  Park.

The new facility will be 27,000sq ft and will offer the testing and certification of equipment used in potentially explosive atmospheres. The building has been designed to allow for its future expansion.
Legat Owen advised the developer Pochin Property, who are now on site constructing the new facility. SIRA are expecting to relocate in Spring 2015.

In Bromborough Howden Joinery have taken 18,000 sq ft on the Croft Business Park. A good Managing Agent carries out good Estate Management; the investment value and future saleability of the asset depends upon it.

Under Common Law and Statute the primary duty of the LPA Receiver is to receive income from the property and use the same to discharge the debt owed by the borrower.
But how is this achieved by an appointed agent?

Step 1: Get the Property to Wipe its Face
• Get the rent in to pay the debt
• Cover the cost of services
• Recover the insurance rent

Step 2: Expose and deal with the skeletons in the closet
• Locate the most up to date signed leases and demise plans
• Query whether there have been any rent reviews, if so obtain copies of the memos
• Ascertain whether any leases are excluded from the 1954 Act, if so request copies of the Statutory Declarations
• Find out if all the necessary licences are in place, make sure you hold signed copies
• If there is a service charge on the property, locate the balance, find out who has paid and who owes to it

Step 3: Establish Contractors and Services
• Find out:
o What they do
o When they do it
o What the cost is
• Then:
o Provide your scope of works
o What you want them to do it
o Agree a fee structure keeping the terms of the contract as flexible as possible

Step 4: Statutory Compliance
• Health and Safety Audit
• Asbestos Reports
• Fire Risk Assessment
• Fixed Wire Testing Certificates
• Gas Safety Certificates
• EPCs for vacate properties

Step 5: Add Value
• Collect in the rental, insurance and service charge arrears
• Renew leases where the term has expired
• Regear leases if there is an imminent break
• Market vacant units and undertake new lettings
• Check that the tenants have complied with covenants, enforce repairs and maintenance where necessary.

Who to approach when the trail goes cold
The tenants hold the knowledge, they know the detail of the current service charge dispute, they know where the stopcock for the unit is and who the key holders are, they know the name of the night security guard and the access arrangements; the tenants have the missing pieces of your jigsaw puzzle.

A tenants meeting is a good way to pool and extract information. The meeting will also allow you to identify the tenants who are willing to share information and those that won’t.

Solicitors have a duty to keep a file for a minimum of six years following completion of a transaction; invariably in a property transaction they are kept for 12 years. In their capacity the LPA Receiver has the right to request information form the both the bank and the borrowers solicitors with a view to obtaining further information.

The Land Registry contains public records of property ownership and documentation affecting the ownership i.e. registerable leases and is a good source for obtaining potential missing documentation.

If there was a previous Managing Agent for the borrower, contact them and ask for copies of historic and useful documentation. If there has not been an agent involved, ask the Tenants for copies of any service charge budgets that they have been provided, any reconciliation information and any copy invoices. This will allow you to start fitting the jigsaw pieces together.

When it comes to health and safety on site unless you have been provided with the documentation, make the subject your key priority in order that you are not in breach of any statutory or insurance conditions. The cost of a couple of audits in return for peace of mind is minimal. If there is a service charge on the site, see if the lease provisions allow for health and safety documentation to be recharged, if you are unsure or the leases do not allow for recharging, request the costs of any audits to be covered by the LPA Receiver; there is a very weak argument for refusal to pay for statutory requirements.

Get Your Hands Dirty
The above steps can guide you through the process of managing a site in Receivership but ultimately there is no better substitute that early involvement on site. Being known to the tenants and contractors alike will earn respect and trust creating a relationship which will lead you to results.

Roger Wade is championing the idea of further business rate relief in an effort get retailers active in empty stores.  He believes that if UK Government is serious about kick starting growth then there has to be more incentives to get traders working in vacant units, even if this means free rent periods.

Legat Owen, has completed deals on over 330,000sq ft of industrial floor space through three deals at Deeside Industrial Park, Flintshire.

On Zone 2, Westbridge Furniture has taken a 138,000 sqft manufacturing facility from Universities Superannuation Scheme. Westbridge Furniture will use the facility to facilitate a new supply contract for a major European customer. Legat Owen and JLL acted for USS.

On Zone 3, logistics giant, Great Bear has acquired the freehold of a 90,000 sqft distribution facility from KPMG Restructuring. Great Bear will use the warehouse to facilitate existing contracts in the Deeside area. Legat Owen and CBRE acted for KPMG Restructuring.

Nearby on Zone 3, Ralawise have recently completed the purchase of a 108,000 sqft warehouse/manufacturing facility from Faurecia Automotive. Ralawise will use the facility to accommodate the continued expansion of their operations in Deeside. Legat Owen and Colliers acted for Faurecia and Lamont represented Ralawise.

Legat Owen Director, Stephen Wade commented: “It is great to see the recovery in both the manufacturing and distribution sectors in North East Wales. We have witnessed increasing activity in the market from the start of the year and this is now being translated into deals.
