Mark Atherton BSc MRICS joined Legat Owen in spring 2007 and leads our Building Surveying section. Mark graduated from Liverpool Polytechnic in 1987 and was elected Associate of the RICS building surveying division in 1989. Over a varied career he has worked in both professional consultancy and client side surveying roles and also as an insurance loss adjuster. Mark has first-hand experience in all aspects of construction consultancy including defect analysis and reporting, landlord and tenant professional work, party wall and neighbourly issues, building contract administration, insurance assessment and claims plus expert witness work. He is able to provide a client focussed commercially aware approach in achieving prompt and pragmatic solutions to complicated and contentious building issues.
In Mark’s spare time he is an avid football player / supporter and also competes in the local squash league.

Jason previously managed the safe compliance of buildings and critical assets across the UK for Clients from as wide-ranging as Cadbury to the Home Office, working within several of the largest organisations in the FM World. Jason adds his FM and Health and Safety management experience and competencies to that of the Legat Owen Property and Facilities management team to help widen and support the services offered by Chester branch of our broad Property Management portfolio.

Elizabeth, a Chartered Surveyor at Legat Owen, joined the Company in 2016 to provide specialist rating advice, as well as additional valuation and professional services. She previously worked at the Valuation Office Agency for over fourteen years and has over ten years’ experience specialising in business rates valuations for a wide range of properties.
Elizabeth, a RICS Registered Valuer, was the lead valuer for rating purposes for office properties across Merseyside and Cheshire at the Valuation Office Agency. She was responsible for overseeing the valuation of over 11,000 offices and surgeries for the 2017 rating list. In addition to this Elizabeth has experience of valuing a range of properties including industrial, warehousing, factories, retail shops, public houses, and some sui generis properties such as telecommunication masts and car parks.
Elizabeth is a lead assessor and external Counsellor for the RICS associate level valuation pathway.

George joined Legat Owen in 2013 as a placement student following 2 years studying at UWE Bristol. After working across all agency sectors George found his passion and settled in the Retail agency department in 2014. Over the past year George has completed his degree at Liverpool John Moores University whilst continuing to play a key role within the retail team and working towards his assessment of professional competencies.
George currently acts for a number of key clients as well as private landlords on the disposals of high street, shopping centres and out of town retail. Furthermore, George is retained by a number of companies to acquire retail units for clients across the North West.
In his spare time George is a keen sport and travel enthusiast who spends most of his time playing hockey or watching football around Europe, although now in the lower leagues of England with his beloved Aston Villa.

Jon Hardie BSc (Hons) MRICS joined Legat Owen in 2011 and qualified as a Chartered Building Surveyor in 2012. He graduated from Sheffield Hallam University in 2008 and then gained valuable experience working in the Building Surveying department of a multinational consultancy. Jon has good hands on experience in all aspects of building surveying with particular focus on project management, procuring both small and large scale demolition or refurbishment schemes on a wide variety of commercial properties. He undertakes pre-acquisition surveys, these surveys have ranged from small commercial premises up to high value shopping centre investments. He acts for both landlords and tenants in dilapidation claims and is regularly instructed to prepare schedules of condition for a variety of different clients.
Outside of work, Jon is often found rowing on the River Dee in Chester or socialising with friends and family.

Sue Harris was elected a Fellow of the RICS in 1996, retired in 2015 as Director of Legat Owen and head of the Facilities & Property Management department but retains a role as a Consultant continuing to act for corporate and private clients based in the UK and overseas.

Mark has worked at Legat Owen since January 2000. He became an Associate Director in 2004 and was made a Director in 2010.
He is part of the company’s strong property management team having direct responsibility for a diverse range of properties within the company’s portfolio.
He deals with all aspects of property and facilities management including inspections, dilapidations, rent reviews, lease renewals, refurbishment, rent collection, service charge reconciliation and all aspects of landlord and tenant liaison.

Peter qualified as a Chartered Surveyor in 1978 and, after working in London and Liverpool, moved to Chester in 1986. He now specialises in development and agency.
Recent notable transactions include the acquisition of 160,000 sq ft in Bromborough and 170,000 sq ft in Kettering for Great Bear Distribution; the purchase of the 260,000 sq ft County Hall on behalf of the University of Chester whilst simultaneously selling the 82,000 sq ft grade A office development HQ to Cheshire West and Chester Council. Heather joined Legat Owen in 2007 following the completion of her Estate Management course at Oxford Brookes University.
She qualified as a RICS Chartered Surveyor in 2011 and is now a Senior Chartered Surveyor of the Company. After a spell in the property management department is now a member of the Business Space team specialising in the acquisition and disposal of office and industrial accommodation across the North West.
Heather acts for a number of clients throughout the North West and North Wales, and some of her key clients include Threadneedle, Peel Land and Property, Hurstwood and Whittle Jones together with a number of private individuals.
James LuttonBSc (Hons) MRICS
James is a Director and heads up the Retail and Leisure team Legat Owen having joined the Company as a placement student in 2005.
He advises occupier and landlord/investor/developer clients on matters including leasing, development and investment. James has a particular focus on retail including Shopping Centres, High Street and roadside.
Current shopping centre instructions include the Spinning Gate Shopping Centre, Leigh; Flintshire Retail Park, Flint; Burton Place, Burton upon Trent and The Walk, Ebbw Vale, whilst recent investment transactions include the sale of 11 Castle Street, Beaumaris (let to A F Blakemore), the acqusition of 216-218 Telegraph Road, Heswall (let to White Stuff) and 790-794 Borough Road, Birkenhead (let to Tesco, Iceland and William Hill).
He also has experience in development matters and acts on behalf of both landlords and house builders/developers and recently advised on the lettings of Countrywide Farmers/OK Diner at Oswestry Gateway together with land sales to Galliford Try and Aldi.
James is also a member of the Chester Growth Partnership and is actively involved in promoting investment throughout the city to the rest of the UK and abroad.

Matthew is a Director of the Company and specialises in industrial buildings, development and investment work.
Matthew has worked in North West market since 1994 and is an RICS Registered Valuer. Prior to joining Legat Owen, Mathew worked at Lamont’s where he gained the title of Industrial Agent of the Year on three separate occasions reflecting his proactive approach to agency and development work.
Matthew’s clients include; Prologis, Goodmans, AXA, Th Duchy of Lancaster, Canmoor, Pochin, Stretton Estates and Jolivet.

Stephen joined Legat Owen in 1994 as a Chartered Surveyor. He is a Director of the Company and Head of the Business Space Team. He advises a broad range of clients on Agency, Valuation and Development matters.
Stephen is an RICS Registered Valuer and an Expert Witness in relation to both Valuation and Planning matters. He has appeared at several Planning Inquiries for the Country’s leading house builders dealing with employment land supply issues and has prepared Expert Witness reports for both commercial and matrimonial disputes.
Stephen clients include; Welsh Government, Welsh Ambulance Service Trust, Tata Steel, Betsi Cadwaladr University Health Board and Airbus.
